Zulia Becomes First Region to Enact Law on Human Duties Inspired by JCI’s Global Initiative

In June 2025, Zulia, Venezuela made history by enacting the first law based on JCI’s Universal Declaration of Human Duties. This groundbreaking legislation promotes civic, ethical, and environmental responsibility, designates July 10 as Human Duties Day, and positions Zulia as a global model for duties-based citizenship and ethical leadership.

June 2025 – Maracaibo, Venezuela

In a historic milestone for the advancement of civic responsibility and ethical leadership, the Legislative Council of the State of Zulia, Venezuela, has officially enacted the Law on Human Duties of the State of Zulia, inspired by the Universal Declaration of Human Duties for Leaders, launched by 2022 JCI President Argenis Angulo as part of Junior Chamber International’s global initiative.

Published on June 5, 2025, in Extraordinary Official Gazette No. 4294, this law marks the first time a government entity has adopted a comprehensive legal framework aligned with the principles of JCI’s International Human Duties initiative. It represents a groundbreaking step in integrating the concept of duties-based citizenship into public governance.

The law underscores the civic, moral, and social responsibilities of all individuals—residents and visitors alike, within Zulia’s territory. It establishes a wide range of human duties focused on strengthening democratic values, protecting the environment, preserving cultural heritage, promoting peaceful coexistence, and contributing to the common good.

Notably, July 10 has been officially declared Human Duties Day throughout the State of Zulia, reaffirming a long-term commitment to awareness and action at the local and regional levels.

  • Recognition of peace, solidarity, respect, and ethical conduct as shared duties of every citizen.
  • Mandatory public education and media campaigns to raise awareness about human duties.

This historic legislation was signed and endorsed by members of Zulia’s Legislative Council and a broad group of state secretaries from areas including culture, environment, education, energy, and international cooperation, demonstrating deep institutional alignment with the values promoted by JCI’s Human Duties initiative.
